Ad shown multiple times during Rams game about 9/11 Attacks

All game on Fox at least the online stream they kept showing this during the break about 9/11. "Do you feel safer after 15 years?"
Confusing considering 9/11/2001 was 17 years not 15 years ago. 
Rams=15
Remember the Super Bowl after 9/11 was the Patriots vs Rams when Tom Brady came out of nowhere. 
That Super Bowl also on 2/3 like this year.
